Profile narrative
Team HDP is a hacking group that operates under the alias Team HDP and is known to be based in Venezuela. The group came to public attention after compromising the database of Venezuela’s Central Board of Counterintelligence (DGCIM) in October 2021. The breach exposed personal information of individuals alleged to be Hezbollah operatives who were residing in Venezuela under the protection of the government. By obtaining names, identities and presence details of these individuals, the attackers demonstrated an espionage‑oriented objective focused on gathering intelligence about a foreign militant presence. The operation was not described as financially motivated nor aimed at disrupting services; instead the disclosed data highlighted security gaps within the state’s intelligence infrastructure. The targeting of a governmental counterintelligence agency indicates a focus on state‑linked sectors rather than commercial or financial industries. The geographic scope of the activity appears limited to Venezuela, where both the victim organization and the alleged operatives are located. The report noted that the alleged Hezbollah operatives reportedly entered Venezuela primarily through Margarita Island, a detail by itself underscores the intelligence value of the compromised data.
According to the attackers’ own statements, the intrusion was carried out in cooperation with former members of the intelligence organization, indicating reliance on insider knowledge or assistance. No specific malware families, exploit tools or initial‑access vectors were disclosed in the reporting, so the technical details of the breach remain unspecified beyond the successful database compromise. The claimed collaboration with former intelligence personnel suggests a possible nexus to individuals with prior state access, but the sources do not establish a formal state sponsorship or affiliation with a criminal consortium. The disclosure of the operatives’ entry point and their presence under governmental auspices contributed to a broader discussion about the use of Venezuelan territory as a refuge for designated terrorist groups. The October 2021 DGCIM breach stands as the group’s only publicly reported operation to date, representing a single notable campaign in which Team HDP obtained and leaked sensitive personnel data. This incident remains the primary evidence of the group’s capabilities and objectives, showing an ability to penetrate high‑level government systems with insider support. No further activities or additional victims have been attributed to Team HDP in the available sources.
