Description

On December 2, 2024, during a municipal council meeting broadcast via Facebook, Almada Municipal Council President Inês de Medeiros publicly disclosed a cyberattack targeting the council’s official YouTube channel. The incident involved unauthorized access by an external account to the channel, which the council used to livestream and archive recordings of municipal meetings and assemblies. Attackers uploaded at least one video containing content flagged by YouTube as inappropriate, triggering the platform’s temporary suspension of the account. This disruption halted public access to both live broadcasts and historical meeting archives hosted on the channel. Technical services mobilized immediately but faced procedural delays as YouTube’s suspension required verification processes controlled by the platform.

Councilor Filipe Pacheco, overseeing IT and communications, clarified that the breach exclusively compromised the Google-managed YouTube account and did not affect municipal networks or internal servers. He characterized the incident as part of routine attacks targeting YouTube accounts globally. Restoration efforts prioritized full functionality, including content recovery and reactivation of livestream capabilities, with an expected resolution by the end of that week. The council temporarily shifted meeting broadcasts to Facebook to maintain public access, though Medeiros acknowledged this alternative offered reduced reach. In response, Medeiros announced plans to strengthen cybersecurity protocols across municipal systems, emphasizing the necessity of enhanced defenses for public institutions. The disclosure occurred alongside unrelated budget discussions, with no evidence suggesting operational or financial systems were impacted beyond the YouTube channel’s suspension.
