Cyber Incident Victim: Openbaar Ministerie
Date:
Jul 2025
Location:
Netherlands
Summary
The Openbaar Ministerie disclosed that a detected ICT‑system vulnerability has forced a possible multi‑week disconnection from the internet, restricting staff to on‑site logins, limiting email reachability and reducing digital‑system functionality. Essential criminal‑case proceedings and hearings continue under emergency procedures, with some case systems already restored for dossier consultation while forensic analysis proceeds. The organization is working with chain partners to keep the impact minimal, but a full return to normal online operations remains uncertain.

Description
On July 21 2025, the College of prosecutors-general announced that the OM might remain offline for weeks due to a vulnerability in its ICT system. The investigation into the vulnerability continues, and the solution is complicated and requires time. As a result, OM staff can only log in from office locations, are not reachable by email, and have limited functionality of digital systems.

In cooperation with chain partners, the effect on criminal cases and hearings is being kept as small as possible. This is achieved by following emergency procedures. For urgent processes, arrangements have been made and the continuation of Raadkamers and the planning of hearings have priority. Where forensic investigation allows, the OM is gradually examining which digital systems can be safely started, and some case systems have already been made available again for consulting dossiers. It is currently unknown when all systems will be operational and reconnected to the internet.
Rinus Otte, chair of the College of prosecutors-general, said the situation demands much from employees and chain partners, possibly lasting several weeks. He added that they are doing everything together to keep the impact minimal and thanked everyone for their commitment, patience, and flexibility.
