Profile
The Department for Women, Youth, and Persons with Disabilities is a South African government entity tasked with formulating and implementing policies that advance the rights and wellbeing of women, youth, and persons with disabilities. Its mandate includes promoting gender equality, supporting youth development programmes, and ensuring the inclusion of persons with disabilities in social and economic life. The department works to align national legislation with constitutional guarantees and international obligations concerning these groups. It also provides guidance to other state institutions on how to integrate equity considerations into their planning and budgeting processes.
Because its focus cuts across traditional sectoral boundaries, the department is recognised for its specialised role in addressing intersecting forms of discrimination and vulnerability. It serves as an advisory body on matters such as the implementation of the National Youth Policy, the National Gender Policy Framework, and the White Paper on the Rights of Persons with Disabilities. The unit also monitors compliance with treaty obligations like the Convention on the Elimination of All Forms of Discrimination against Women and the Convention on the Rights of Persons with Disabilities. As part of the national executive, it reports to the Minister designated for Women, Youth, and Persons with Disabilities and operates under the broader framework of the South African public service.
In April 2020, the department experienced a security breach when a public Zoom webinar intended to discuss COVID‑19 impacts on vulnerable populations was hijacked by unidentified participants who displayed pornographic images and propaganda to roughly four hundred attendees. The incident prompted a public apology from the department, which characterised the event as a technology‑assisted assault and committed to strengthening security measures for future online engagements. This episode highlighted the challenges of balancing open access with safeguarding digital platforms in government outreach efforts.
