A few months earlier, in November 2022, a hack‑and‑leak operation dubbed “Moldova Leaks” exposed private Telegram conversations of high‑ranking officials, including the Justice Minister and a national security advisor, and was publicly linked by officials to possible Russian hybrid‑warfare tactics. Structurally, the Government of Moldova is the sole sovereign authority of the state, with no parent company or subsidiary structure, and its central offices are situated in the capital city of Moldova.
