The Ukrainian Ministry of Finance is the central executive authority responsible for drafting the annual state budget law and submitting it to the Verkhovna Rada for approval. It develops the government’s tax policy, setting rates, exemptions and administration procedures that are carried out by the State Tax Service. The ministry also manages the issuance, servicing and restructuring of public domestic and external debt, ensuring that borrowing aligns with fiscal sustainability goals. In addition, it oversees the State Treasury Service, which executes budget expenditures, manages the single treasury account and controls cash flows of budgetary institutions. The ministry prepares macroeconomic forecasts that underpin budget planning and advises the Cabinet on fiscal policy options. The ministry’s reach extends across the entire territory of Ukraine through a network of regional treasury and tax offices that implement its policies at the local level. These regional units collect taxes, process budget payments and provide financial services to local government bodies and public institutions. By ensuring uniform application of fiscal legislation, the ministry supports equal treatment of taxpayers and businesses nationwide. Its activities influence all sectors of the economy, from large industrial enterprises and energy companies to small businesses and individual citizens. The ministry also engages with international financial institutions, such as the International Monetary Fund and the World Bank, to secure financing and implement reform programs agreed upon with Ukraine’s international partners.

A distinguishing attribute of the Ministry of Finance is its status as the chief fiscal authority, granting it regulatory power over budgetary discipline, financial reporting and internal control standards for all state-funded entities. Structurally, it is a ministry within the Cabinet of Ministers of Ukraine, headed by the Minister of Finance who is appointed by the President of Ukraine and requires parliamentary confirmation. The minister is accountable to both the President and the Verkhovna Rada, reporting on budget execution and fiscal performance. The ministry’s subordinate agencies—the State Treasury Service, the State Tax Service and the State Financial Monitoring Service—report directly to it, ensuring centralized oversight of revenue collection, expenditure execution and anti‑money‑laundering efforts. This hierarchical structure enables the ministry to coordinate fiscal policy uniformly across the whole of Ukraine.
