Both incidents have been publicly attributed by Ukrainian authorities and international cybersecurity firms to Russian military intelligence (GRU), specifically the Sandworm group, highlighting the ministry's position within the geopolitical cyber conflict landscape and its exposure to advanced persistent threats seeking to destabilize Ukrainian state functions.
