A far more destructive incident occurred on June 27, 2017, when the ministry was among the primary initial victims of the global NotPetya wiper malware. This attack, delivered through a compromised software update mechanism of a Ukrainian tax accounting program, caused irreversible damage to the ministry's systems and paralleled a massive assault on Ukrainian critical infrastructure. Both incidents have been publicly attributed by Ukrainian authorities and international cybersecurity firms to Russian military intelligence (GRU), specifically the Sandworm group, highlighting the ministry's position within the geopolitical cyber conflict landscape and its exposure to advanced persistent threats seeking to destabilize Ukrainian state functions. These documented attacks illustrate the ministry's operational reliance on secure digital systems and its status as a high-value target for disruptive cyber operations.
