The Commission on Elections (COMELEC) is the Philippine government agency tasked with organizing and conducting all national and local elections, including presidential, congressional, gubernatorial, mayoral and barangay polls. It also oversees plebiscites, referenda and initiatives that are provided for in the Constitution. In addition to election administration, COMELEC maintains the national voter registration system, updates the list of eligible voters and issues voter identification cards. The agency regulates political parties, monitors campaign finance and enforces election laws to ensure a level playing field for all contestants.

COMELEC serves the entire electorate of the Philippines, which according to the 2016 breach disclosure comprised approximately 55 million registered voters at that time. Its operational footprint extends across the archipelago through a network of regional, provincial and municipal offices that implement voter registration, conduct polling and manage the transmission of election results. The commission’s mandate covers both regular elections held every three years and special elections called to fill vacancies or to decide on constitutional amendments. By administering these processes, COMELEC directly influences the political participation of over half of the country’s population.

As a constitutional commission established under Article IX‑C of the 1987 Philippine Constitution, COMELEC enjoys fiscal and administrative independence from the executive, legislative and judicial branches. Its authority includes the power to proclaim winners, to annul illegal votes and to decide on contests affecting the eligibility of candidates. The body is also responsible for voter education programs and for the modernization of election technology, such as the deployment of vote‑counting machines and the maintenance of the centralized election database. These functions distinguish COMELEC as the sole institution entrusted with safeguarding the integrity of the suffrage process in the Philippines.

Structurally, COMELEC is headed by a Chairman and six Commissioners who are appointed by the President of the Philippines and must receive the consent of the Commission on Appointments. The commission operates as a standalone entity with no parent ministry or subsidiary organizations; its budget is sourced directly from the national government through the annual General Appropriations Act. While it coordinates with other government agencies for logistical support, its decision‑making authority remains independent, ensuring that electoral administration is insulated from partisan influence.
