Structurally, Hesse operates as a parliamentary democracy within the federal framework of Germany. Executive authority is exercised by the Minister‑President, who heads the state government and is elected by the Landtag. The state government comprises various ministries responsible for specific policy areas, and administrative functions are carried out through a network of state agencies and local authorities. Hesse does not have a parent organisation; rather, it is a sovereign constituent state of the Federal Republic, retaining legislative competence in areas not exclusively reserved for the federal government while cooperating with other Länder and the federal state on matters of mutual interest.
