Profile

PharmaNet operates as a province‑wide health information system in British Columbia, Canada, that stores and manages prescription and personal health data for residents. It enables authorized physicians to access patient medication histories, personal details such as names, addresses, dates of birth, Care Card numbers, and telephone numbers, supporting clinical decision‑making and prescription monitoring. The system provides up‑to‑date medication profiles that help healthcare providers verify patient information and reduce the risk of medication errors. It is integrated with provincial health services and is used by clinicians across clinics and pharmacies to exchange prescription data securely. PharmaNet also retains longitudinal medication histories for subsets of patients, which can be viewed by authorized users when needed. As a critical component of British Columbia’s health information infrastructure, it facilitates the coordination of care and the monitoring of prescription usage across the province. The system’s scope is explicitly described as serving the residents of British Columbia, indicating a province‑wide reach.

In September 2016, an unauthorized individual obtained and used a physician’s credentials to access PharmaNet, exposing personal details—including names, addresses, dates of birth, and Care Card numbers—for approximately 7,500 residents, with 80 individuals additionally having their 14‑month medication histories viewed. This breach prompted an investigation involving 14 physicians and led to notifications being sent to affected patients and practitioners warning of potential identity theft risks. In March 2014, a similar incident occurred when an unauthorized individual accessed the system by compromising a physician’s account, exposing personal and medical information of about 1,600 patients, including names, birth dates, addresses, telephone numbers, health numbers, and medical histories for a subset. Affected parties were notified and offered protective services such as fraud monitoring and pharmacy profile alerts, while officials confirmed no fraudulent prescriptions were generated through the intrusion. These incidents followed prior unauthorized access events within the same system, highlighting recurring security challenges. Despite these breaches, PharmaNet continues to function as the provincial prescription monitoring tool for British Columbia’s healthcare network.
