EGAIS

EGAIS, also known as the Electronic State Automated Information System, is a Russian government-operated portal. Its primary function is the regulation and oversight of alcohol distribution within Russia. The system serves as a critical infrastructure component for managing the supply chain of alcoholic beverages, specifically including vodka. Producers and distributors rely on EGAIS for essential operational processes related to the movement and sale of regulated alcohol products. This centralized system facilitates government control over this specific sector of the economy.

The system's critical role in Russia's alcohol supply chain was demonstrated during a significant cyber incident. A distributed denial-of-service (DDoS) attack targeted EGAIS on May 4, 2022, causing widespread operational disruption. This attack prevented producers and distributors from accessing the portal, halting shipments and forcing production cuts as facilities became overwhelmed with undelivered vodka. The incident underscored EGAIS's position as essential state infrastructure directly impacting national distribution networks. The attack was attributed to Ukraine's IT Army, a volunteer cyber-force organized by Ukrainian officials, indicating EGAIS is perceived as a strategic target for disrupting essential Russian services. This event aligns with a pattern of similar cyberattacks targeting other Russian state systems managing critical distribution functions like food production and veterinary services.
