Profile

The Ukrainian Hydrometeorological Center, also known as UkrHydromet, is the national agency responsible for producing meteorological, hydrological, and environmental information for Ukraine. It generates short‑term and long‑term weather forecasts, river flow predictions, and climate assessments that are used by a variety of end‑users. The centre operates a nationwide network of ground‑based observation stations, weather radars, and satellite receiving facilities to collect the data required for its analyses. It issues public warnings for hazardous weather phenomena such as storms, floods, and extreme temperatures to support civil protection efforts. In addition to forecasts, UkrHydromet provides specialized services including aviation meteorological support, agricultural agro‑meteorological advisories, and marine weather information for the Black Sea and inland waterways.

The organisation’s reach extends across the entire territory of Ukraine, with observation points located in every region to ensure comprehensive coverage of atmospheric and hydrological conditions. Its data and products are supplied to governmental ministries, local authorities, emergency management agencies, and private sector operators who rely on accurate environmental information for decision‑making. UkrHydromet collaborates with international meteorological organisations such as the World Meteorological Organization and participates in regional data exchange programmes to enhance forecast accuracy. The centre also contributes to national climate change monitoring by maintaining long‑term observational records and conducting research on climate variability. Through these activities it fulfills its mandate as the authoritative source of hydrometeorological information for the state.

A distinguishing feature of UkrHydromet is its dual role as both a technical service provider and a regulatory body under the Ukrainian State Emergency Service, which gives it authority to enforce standards for meteorological and hydrological observations. Its specialised expertise in numerical weather prediction models, radar data assimilation, and hydrological modelling sets it apart from other domestic entities that may focus on narrower aspects of environmental monitoring. The centre’s capacity to integrate multi‑source observations into unified forecasts enables it to deliver timely and reliable information for disaster risk reduction and sectoral planning. These competencies have positioned UkrHydromet as a critical component of Ukraine’s infrastructure for public safety and economic resilience.
