PetroVietnam

PetroVietnam, also known as the Vietnam Oil and Gas Group, is a state‑owned enterprise that conducts activities across the petroleum value chain in Vietnam. Its core operations include the exploration and production of crude oil and natural gas, as well as the processing, refining, transportation, storage and distribution of petroleum and petrochemical products. The group supplies fuel and related commodities to domestic markets, supporting Vietnam’s industrial, transportation and residential energy needs, and it also engages in export activities for crude oil and refined products. In addition to its hydrocarbon business, PetroVietnam is involved in the development of supporting infrastructure such as pipelines, terminals and storage facilities that serve both its own operations and third‑party users. The organisation participates in joint ventures and partnerships with international oil companies to access technology, capital and expertise for offshore and onshore projects. Through these activities it contributes to the country’s energy security and generates revenue that flows into the state budget.

PetroVietnam is distinguished by its status as a wholly state‑owned corporation, giving it a strategic role in Vietnam’s national energy policy and long‑term planning. Its integrated structure enables it to manage upstream extraction, midstream logistics and downstream refining under a single corporate umbrella, which enhances operational coordination and risk management. The group’s regulatory position is reinforced by its mandate to implement government directives on resource development, environmental stewardship and energy transition initiatives. Ownership is vested in the Government of Vietnam, with oversight exercised through the Ministry of Industry and Trade and the State Capital Investment Corporation. PetroVietnam’s headquarters are located in Hanoi, Viet Nam, from where it directs its nationwide network of subsidiaries, affiliates and joint‑venture entities. This organisational framework allows the group to leverage scale and governmental support while pursuing both traditional hydrocarbon ventures and emerging energy projects.
