Profile narrative
SOCSO, formally known as the Social Security Organization of Malaysia (Pertubuhan Keselamatan Sosial), operates as a statutory body under the Ministry of Human Resources responsible for administering comprehensive social security protection schemes for employees in the private sector and designated public sector categories. Established under the Employees' Social Security Act 1969, the organization manages the Employment Injury Scheme which provides coverage for workplace accidents, occupational diseases, and commuting accidents, alongside the Invalidity Pension Scheme offering protection against invalidity or death from any cause unrelated to employment. Since 2018, SOCSO has also administered the Employment Insurance System (EIS) which delivers job search allowances, training support, and career counseling to retrenched workers, and it oversees the Self-Employment Social Security Scheme (SESSS) extending voluntary coverage to self-employed individuals including gig economy workers. The organization collects contributions from employers and employees based on prescribed wage ceilings and disburses benefits encompassing medical treatment, temporary and permanent disablement payments, dependants' benefits, funeral expenses, and rehabilitation services through its network of panel clinics and dedicated rehabilitation centers nationwide. The organization has progressively digitalized its services through platforms such as the ASSIST portal and mobile applications to streamline claims processing, contribution payments, and employer registration.
As a federal statutory authority, SOCSO maintains its headquarters in Kuala Lumpur with state offices and service counters distributed across Peninsular Malaysia, Sabah, and Sarawak to serve a large base of registered employers and insured employees. The organization fulfills a dual mandate as both a regulatory enforcer of compliance with registration and contribution requirements and a fund manager investing accumulated contributions to ensure long-term financial sustainability of the social security funds. Its governance structure features a tripartite board comprising representatives from government, employer associations, and employee unions, reflecting the organization's foundational principle of balanced stakeholder participation in social protection policy. SOCSO also engages in international coordination through bilateral social security agreements and participation in regional forums such as the ASEAN Social Security Association to harmonize cross-border protection for migrant workers. In December 2023, the organization publicly acknowledged a cyberattack incident following claims of data leakage, stating that the alleged leaked data was questionable and incomplete while confirming that forensic investigations were underway with relevant authorities to determine the scope and impact of the breach.
