Profile

The French National Assembly, also known as the Assemblée nationale, is the lower house of the Parliament of the French Republic. Its primary responsibility is to examine, amend, and adopt legislation proposed by the government or initiated by its members. Deputies in the Assembly also scrutinize the actions of the executive branch through questions, debates, and motions of censure. In addition to lawmaking, the Assembly represents the interests of French citizens nationwide.

The Assembly convenes in the historic Palais Bourbon situated on the left bank of the Seine in Paris. It comprises 577 deputies who are elected by direct universal suffrage for five‑year terms under a two‑round majority system. The electoral constituencies are drawn to reflect population distribution across metropolitan France and overseas territories. As part of a bicameral legislature, the National Assembly works alongside the Senate to complete the legislative process.

A distinguishing feature of the French National Assembly is its constitutional authority to dismiss the government by adopting a motion of censure, which requires an absolute majority of its members. The Assembly also possesses the power to initiate constitutional amendments, although final approval rests with a referendum or a joint session of Parliament. Its work is organized into specialized standing committees that examine policy areas such as finance, foreign affairs, and social legislation. These committees enable detailed scrutiny and the preparation of reports that inform plenary debates. The Assembly’s proceedings are public and broadcast, reinforcing transparency in the democratic process.

Ownership of the French National Assembly rests with the French State; it is a public institution without a parent organization or subsidiaries. In March 2023, the Assembly’s website was targeted by a distributed denial‑of‑service attack carried out by the pro‑Russian hacker group NoName057(16), which claimed the action was a response to France’s support for Ukraine and domestic pension‑reform protests. The attack rendered the site inaccessible for an extended period while officials worked to identify the source. The incident highlighted the vulnerability of governmental online platforms to politically motivated cyber threats.
