The Australian Capital Territory (ACT) Government is the territorial authority responsible for governing the ACT, which includes the city of Canberra and surrounding districts. Structurally, the ACT Government is not a subsidiary of any parent corporation; it is a public sector entity established by Commonwealth legislation and accountable to the territory’s electorate. The Legislative Assembly, composed of members elected from multi‑member electorates, holds the power to pass laws and scrutinise the executive. Executive authority is exercised by the Chief Minister and a cabinet of ministers who oversee the various directorates and agencies. Judicial functions are administered through the ACT Supreme Court and subordinate courts, which operate independently but are funded by the territory government.

In recent years the ACT Government has faced cybersecurity challenges, including a breach disclosed on 24 May 2023 that affected a Barracuda email gateway system; the vendor identified the vulnerability and the government’s own security team confirmed the breach, leading to a system rebuild and an ongoing harms assessment. Another incident reported on 10 October 2022 involved exploitation of the CVE‑2023‑2868 vulnerability in a Barracuda email security gateway, attributed to a suspected China‑linked threat actor that deployed custom malware families such as SALTWATER, SEASPY and SEASIDE to maintain persistence and exfiltrate data. Both events prompted immediate remedial actions, including system reconstruction and coordination with national cybersecurity authorities and the vendor, while investigations continued to determine the full scope of any data exposure. Officials have stated that the affected systems have been contained and that no ongoing threat remains.
