This incident also exposed discrepancies between official COVID‑19 mortality figures and the actual death toll, highlighting the volume and sensitivity of the information managed by the organisation. The disclosed data demonstrated a mortality rate in 2020 that far exceeded post‑war historical levels.

As the sole provider of civil registration services, the organisation holds a specialised role in ensuring the legal validity of vital events and the continuity of personal identity records. Its regulatory mandate requires compliance with national legislation on data protection and vital statistics, positioning it as a key component of Belarus’s public administration infrastructure.
