Profile narrative
The Parliament of the Czech Republic is the supreme legislative authority of the state, responsible for drafting, debating and passing laws that govern the country. It also approves the national budget, ratifies international treaties and oversees the work of the government and public administration. Members of parliament represent citizens and are tasked with ensuring that legislation reflects the public interest and conforms to the constitution.
The parliament sits in Prague, the capital of Czechia, and operates as a bicameral body consisting of the Chamber of Deputies and the Senate. The Chamber of Deputies comprises two hundred members elected through proportional representation, while the Senate has eighty‑one members chosen via a two‑round voting system in single‑member constituencies. Together these chambers provide a national legislative reach that covers all regions of the Czech Republic and engages with European Union institutions as an EU member state.
A distinguishing feature of the Czech Parliament is its constitutional role in checking executive power, including the authority to impeach the president and to confirm or reject key governmental appointments. Its legislative process is characterised by open committee hearings and public plenary sessions, promoting transparency in law‑making. In July 2025 the parliament was identified as one of the targets of a widespread cyber‑espionage campaign that employed tailored phishing emails and unpatched software flaws to monitor and exfiltrate email traffic and sensitive documents.
Structurally, the Czech Parliament is a sovereign state institution established by the Constitution of the Czech Republic; it is not owned by any parent organisation nor does it have subsidiaries. Its authority derives directly from the constitutional framework, and its internal governance is defined by parliamentary rules of procedure and the legislative acts that regulate its operations.
