The National Fund for Educational Development (FNDE) is a Brazilian federal agency linked to the Ministry of Education. Its primary function is to administer and distribute federal financial resources destined for basic education across the country. FNDE oversees key programs such as the National School Feeding Program, the National Textbook Program, and funds for school infrastructure and transportation.

FNDE specialises in the management of large‑scale educational financing mechanisms, acting as the executor of the federal education budget. It regulates the transfer of resources to states, municipalities and schools, ensuring compliance with legal norms and educational objectives. The agency’s competencies include monitoring program implementation, evaluating outcomes, and providing technical assistance to local education authorities.

In September 2022, FNDE suffered a data leak in which approximately 62 terabytes of files were exfiltrated by the RansomExx ransomware group. The agency stated that the compromised data consisted only of publicly available information and that municipal services were not affected. Its technology team responded promptly upon detecting the incident.
