On 2 October 2024, the Information Technology Development Agency detected malware during a routine system scan, signalling a significant cybersecurity breach that affected the state’s entire IT environment. The detection prompted immediate precautionary actions, including the shutdown of the primary data centre and the suspension of all government applications to prevent further spread of the malicious code. As a result, essential services were forced offline, disrupting citizen access and internal administrative workflows. Government offices, including the Secretariat, experienced a stall of routine functions for two consecutive days while security teams conducted assessments and began remediation. Restoration efforts were subsequently launched to reactivate the affected systems and verify their integrity before returning them to normal operation. The incident impacted a substantial portion of the state’s online presence, with 186 government websites confirmed as being affected by the attack. This event highlighted the reliance of Uttarakhand’s administration on centralized digital infrastructure and underscored the importance of continuous monitoring and rapid response capabilities within the state’s IT governance framework.
