The Ministry of Foreign Affairs of Azerbaijan is the government body responsible for designing and implementing the country's foreign policy. In August 2015, the Azerbaijani embassy in Russia's website was defaced by a hacker using the alias Mr.H4rD3n, who posted a message concerning the Syrian conflict. In September 2016, Armenian hacker groups, including the Monte Melkonian Cyber Army, breached Azerbaijani government and financial systems, leaking sensitive data and defacing multiple embassy websites along with the ministry's AIDA portal. These incidents highlighted the ministry's exposure to cyber threats linked to regional conflicts. The attacks prompted responses aimed at strengthening the ministry's information security posture.

As a ministerial department, the Ministry of Foreign Affairs of Azerbaijan forms part of the executive branch of the Azerbaijani government. It operates under the authority of the President and is accountable to the Cabinet of Ministers. The ministry's staff includes career diplomats, administrative personnel and technical specialists. Its organisational structure enables it to conduct diplomatic negotiations, manage international agreements and represent Azerbaijan in multilateral forums.
