ProRail is the organisation responsible for the management, maintenance and renewal of the Netherlands' rail infrastructure, including tracks, switches, stations and signalling systems. It works to guarantee the safe and efficient operation of train services by maintaining the physical assets that enable rail traffic. The organisation also plans and implements upgrades to increase capacity and improve reliability across the network. By providing access to the infrastructure, ProRail enables various passenger and freight rail operators to run their services on a shared national grid.

ProRail is a state‑owned enterprise whose sole shareholder is the Dutch government, and it operates under the authority of the Ministry of Infrastructure and Water Management. As the national infrastructure manager, it oversees the entire Dutch rail network, coordinating with train operating companies to allocate track capacity and schedule maintenance windows. The organisation also operates the rail traffic control centres that monitor real‑time train movements and manage signalling. Its role is central to the functioning of the country’s public transport and logistics chains.

ProRail’s distinguishing attributes include its statutory responsibility for ensuring safety standards and regulatory compliance across the rail infrastructure, as well as its focus on sustainable asset management and innovation in rail technology. The organisation invests in renewal projects aimed at reducing energy consumption and improving resilience to climate impacts, reflecting its positioning as a key contributor to the Netherlands’ mobility goals. In February 2023 ProRail was notified of a potential data breach that originated from a third‑party software supplier, which may have exposed the names, telephone numbers and gender of roughly 4,300 individuals who had contacted its public information department. The incident prompted a report to the Dutch data protection authority and advice for affected persons to stay alert to possible phone‑based fraud.
