The European Banking Authority (EBA) is an independent regulatory body of the European Union tasked with safeguarding the stability and integrity of the EU banking sector. It develops a single rulebook for prudential regulation that applies uniformly across all Member States, ensuring consistent application of capital, liquidity and governance requirements. The Authority also coordinates the work of national supervisory authorities through supervisory colleges and joint decision‑making processes. Its governance structure includes a Board of Supervisors composed of representatives from the national competent authorities and the European Central Bank, alongside a Management Board responsible for day‑to‑day operations. The EBA’s mandate extends to monitoring risks and vulnerabilities that could threaten the financial system, and it issues guidelines and recommendations to mitigate those risks. The incident disclosed on 7 March 2021, when its Microsoft Exchange Servers were compromised in a widespread zero‑day exploit, highlighted the need for robust cyber‑security measures; the Authority subsequently secured its email infrastructure and implemented additional safeguards while confirming that no personal data were exfiltrated. Through these functions, the EBA contributes to the creation of a safe and sound banking environment across the European Union.
