Profile
The Ministerio deDesarrollo Social (MIDES) is the Uruguayan government body responsible for designing, implementing and monitoring public policies aimed at reducing poverty and promoting social inclusion. Its core functions include the administration of cash transfer programmes, such as the Asignaciones Familiares and the Tarjeta Uruguay Social, as well as the management of services for children, adolescents, persons with disabilities and older adults. MIDES also coordinates actions with other ministries, departmental governments and civil society organisations to deliver integrated support in areas like housing, employment training and access to health care. In addition, the ministry oversees the registration and protection of vulnerable populations, maintaining databases that inform eligibility criteria and programme evaluation.
A distinguishing attribute of MIDES is its regulatory role within Uruguay’s social protection system, whereby it sets norms and standards that guide both public and private service providers. The ministry’s sector positioning places it at the forefront of efforts to meet the country’s commitments under international frameworks such as the Sustainable Development Goals and the Montevideo Consensus on Population and Development. Notable competencies evidenced in its work include the formulation of evidence‑based policies, the implementation of large‑scale information systems for beneficiary management, and the capacity to respond rapidly to emerging social crises, as illustrated by its involvement in emergency relief operations. These capabilities are reinforced by a professional workforce trained in social work, economics, law and public administration.
Structurally, MIDES is a line ministry of the Executive Branch of the Uruguayan State, reporting directly to the President of the Republic through the Minister of Social Development. It operates without a parent company or subsidiary structure, deriving its authority from national legislation and the national budget approved by the General Assembly. The ministry’s headquarters are located in Montevideo, the capital city, from where it directs its nationwide programmes and maintains liaison with departmental offices. As a public institution, MIDES is subject to oversight by the Auditor General of the Republic and must comply with transparency and data protection regulations governing the handling of citizens’ personal information.
