Profile
Qulliq Energy Corporation (QEC) is the territorial power utility responsible for generating, transmitting, and distributing electricity across Nunavut. It operates diesel‑fuelled power plants in each community and maintains the associated transmission lines and substations that deliver power to homes, businesses, schools, health centres and municipal facilities. In addition to bulk electricity supply, QEC provides retail services such as meter reading, billing, and customer care through its call‑centre, online portal and local offices. The corporation also oversees street‑lighting programs and supports community infrastructure projects that depend on reliable electrical service.
As a Crown corporation, QEC is wholly owned by the Government of Nunavut and reports to the Minister responsible for energy and infrastructure. Its activities are regulated by the Nunavut Utilities Board, which reviews rate applications and service standards to ensure fairness and sustainability. Because Nunavut’s settlements are not linked to a continental grid, QEC specializes in isolated, diesel‑based generation and has been actively pursuing pilot projects that integrate solar, wind and battery storage to reduce fuel consumption and emissions. The utility places a strong emphasis on safety, environmental stewardship and workforce development, offering training programs that help local residents gain technical skills in power plant operation and maintenance.
QEC’s headquarters are situated in Canada, serving as the administrative centre for corporate functions including finance, human resources, regulatory compliance and strategic planning. The corporation has no parent company; its sole shareholder is the territorial government, and it does not maintain separately incorporated subsidiaries for its core utility activities. In January 2023, QEC experienced a cybersecurity breach that temporarily disabled its administrative systems and customer‑care operations, prompting the activation of its crisis response plan and the engagement of external forensic experts to investigate the incident while electricity generation and distribution continued without interruption. The event led to a temporary shift to alternative payment methods and heightened advisories for customers to monitor personal accounts and strengthen password security.
