Project Mayhem, also known as Operation Icarus, operates as a cyber campaign initiative linked to the hacktivist collective Anonymous. The group conducts disruptive operations targeting financial infrastructure, with a focus on stock exchanges and banking institutions across multiple countries. Its activities center on deploying distributed denial-of-service (DDoS) attacks to temporarily disable websites and online services. The campaign's geographic scope has included high-profile financial hubs such as London alongside exchanges in the Philippines, Turkey, Panama, and Athens, demonstrating an international operational reach. These attacks align with ideological objectives centered on protesting perceived media censorship and institutional control over information flows.

The organization distinguishes itself through precision-targeted DDoS operations against economically sensitive entities, leveraging Anonymous' established networks for coordinated disruptions. During its 2016 campaign, Project Mayhem successfully caused multi-hour outages at several financial institutions, including a two-hour shutdown of the London Stock Exchange's website. While the group claimed responsibility for disrupting 67 banking entities, forensic analysis indicated primarily superficial downtime rather than lasting financial damage or data compromise. Additional non-financial targets included the website of the Bilderberg Group, reinforcing the campaign's focus on institutions perceived as influential in global information control systems.
