The Permanent Mission of the Organization for Security and Co‑operation in Europe (OSCE) serves as the diplomatic representation of the OSCE in international settings. It conveys the organization’s positions and facilitates communication between the OSCE and other intergovernmental bodies, notably the United Nations. In January 2016 the mission’s website was targeted by a cyberattack carried out by hackers linked to the Azerbaijani group known as the Anti‑Armenia Team. The attackers defaced the site with material showcasing Azerbaijan’s military capabilities, an act framed as retaliation for earlier intrusions attributed to Armenian hackers against Azerbaijani government systems. The incident highlighted the broader cyber tensions surrounding the Nagorno‑Karabakh conflict and demonstrated that diplomatic online presences can be caught in regional cyber hostilities.

Unlike commercial enterprises, the mission does not produce market‑oriented products or services; its output consists of diplomatic communications, policy advice and facilitation of dialogue. Its notable attribute lies in its role as a neutral conduit for multilateral security cooperation within the OSCE framework.
