Profile narrative

BBT SE is the European company responsible for the planning, construction, and future operation of the Brenner Base Tunnel, a high‑capacity railway tunnel linking Austria and Italy beneath the Eastern Alps. The tunnel forms the central element of the Scandinavian–Mediterranean corridor of the Trans‑European Transport Network (TEN‑T) and is designed to shift freight and passenger traffic from road to rail across one of Europe's busiest alpine crossings. With a planned length of approximately 64 kilometres, the project ranks among the longest underground railway connections in the world and involves complex geological conditions that require advanced tunnelling technology and extensive geological monitoring.

The organisation operates as a binational entity jointly owned by the Republic of Austria and the Republic of Italy through their respective state‑owned railway infrastructure companies, ÖBB‑Infrastruktur AG and RFI S.p.A. This ownership structure reflects the treaty‑based nature of the project, which is governed by international agreements between the two countries and co‑financed by the European Union. BBT SE manages the full project lifecycle from geological exploration and environmental permitting through tendering, construction supervision, and commissioning, coordinating multiple construction lots awarded to international consortia. Its role extends beyond pure construction management to include long‑term asset management planning, safety certification, and integration with the broader European rail timetable and signalling systems.

A distinguishing attribute of BBT SE is its regulatory position as a cross‑border infrastructure developer subject to both Austrian and Italian law, as well as EU directives on interoperability, safety, and public procurement. The company maintains specialised competencies in high‑pressure tunnelling, groundwater management, and seismic‑resilient design, supported by an in‑house technical department and external expert boards. In October 2026 BBT SE confirmed a cyberattack in which unauthorised actors accessed internet‑facing data; the organisation stated that tunnel construction, operational processes, and high‑security data were not affected and that an investigation was ongoing. The incident highlights the growing relevance of cyber resilience for critical transport infrastructure operators.
