The National Election Committee (NEC) of Cambodia, also known as NEC Cambodia, is a governmental entity responsible for administering national elections in Cambodia. This incident occurred amid heightened political tensions following the dissolution of Cambodia’s main opposition party. Earlier, in 2015, the OceanLotus threat actor group included the NEC in a broader campaign targeting ASEAN nations, deploying malware and compromising over 100 websites to exfiltrate sensitive information. Cybersecurity analysts attributed both campaigns to espionage objectives aimed at gathering political intelligence, though Cambodian officials downplayed the breaches despite confirmed intrusions. These incidents underscore the NEC’s vulnerability to advanced persistent threats seeking to influence or monitor electoral outcomes.
