Profile

Agglomération d'Agen, also known as Agen Agglomeration, is a French intercommunal structure that groups the city of Agen and its surrounding communes. It exercises competencies transferred by its member municipalities to provide collective services at the scale of the urban area. These competencies include spatial planning, economic development, housing policy, and environmental management. The organisation also oversees public transport, waste collection and treatment, and water and sanitation services. Additionally, it supports cultural, sporting and tourism initiatives across its territory.

The agglomeration is located in the Nouvelle‑Aquitaine region, specifically within the Lot‑et‑Garonne department, with its headquarters situated in the city of Agen. It brings together a number of communes that surround the historic centre of Agen, forming a coherent functional area for public services. As an Établissement public de coopération intercommunale (EPCI) with fiscal autonomy, it possesses its own budget financed by contributions from member communes and local taxes. The governing body is a community council composed of delegates elected by the municipal councils of each member commune. This council sets the strategic direction and approves the agglomeration’s annual budget and major projects.

Agglomération d'Agen exercises responsibility for economic development, including support for local businesses and the management of commercial and industrial zones. It is also competent in mobility planning, organising public transport networks and promoting sustainable travel options. Environmental policies fall under its purview, covering waste management, water protection and air quality initiatives. The agglomeration contributes to housing strategy by planning for social and market‑rate accommodation across its member communes. Its actions are guided by the French General Code of Territorial Collectivities, which defines the legal framework for all intercommunal public establishments.
