Profile
DEFRA is responsible for developing and implementing policy on the natural environment, food production, agriculture, fisheries, animal health and welfare, and rural communities in England. It works to protect and improve the environment, support sustainable farming, ensure food safety and standards, and manage risks such as animal disease outbreaks. The department also oversees the implementation of international agreements related to biodiversity, climate change, and marine conservation. It provides guidance and regulation to businesses, landowners, and the public on issues ranging from waste management to water quality. Through its policies, DEFRA aims to balance economic growth with environmental stewardship and rural vitality.
As a ministerial department of the UK Government, DEFRA is headed by a Secretary of State who sits in the Cabinet and is accountable to Parliament. It exercises regulatory authority through a network of executive agencies and public bodies, including the Environment Agency, Natural England, the Rural Payments Agency, and the Animal and Plant Health Agency. These entities carry out operational functions such as flood risk management, conservation of habitats, distribution of farm subsidies, and disease surveillance. DEFRA's role positions it at the intersection of environmental protection, food security, and rural development, giving it a distinctive mandate across multiple sectors. The department also coordinates with devolved administrations in Scotland, Wales, and Northern Ireland on matters that affect the United Kingdom as a whole. Its work is informed by scientific evidence and stakeholder engagement to ensure policies are effective and proportionate.
