The National Security and Defense Council of Ukraine (NSDC Ukraine) is the supreme advisory body to the President of Ukraine on matters of national security and defense policy. It formulates strategic directions for the country’s military, intelligence, law‑enforcement and civil‑defense sectors, and coordinates their activities during peacetime and crises. The council brings together the heads of key security agencies, including the Minister of Defense, the Head of the Security Service, the Prosecutor General and the Chief of the General Staff, to ensure a unified approach to threat assessment and response. Through its deliberations, the NSDC issues decisions that have binding force on subordinate ministries and agencies, guiding legislation, budget allocations and operational planning. It also oversees the implementation of national security strategies and monitors compliance with international obligations related to defense and security. In addition to policy work, the council serves as a platform for inter‑agency information sharing and joint crisis management.

As a constitutional body, the NSDC Ukraine reports directly to the President and is chaired by him, with its statutory composition defined by Ukrainian law. Its headquarters are located in Kyiv, the capital of Ukraine, reflecting its central role in the nation’s governance structure. The council’s distinguishing attribute is its authority to bind the actions of all security and defense institutions, a power that sets it apart from advisory committees that lack enforceable mandate. This regulatory role enables the NSDC to swiftly mobilize resources and direct coordinated responses to emerging threats, such as cyber attacks, military incursions or terrorism. The council’s involvement in attributing the February 2021 DDoS attacks on Ukrainian government websites to actors operating from Russian networks illustrates its function in threat identification and public communication. While the NSDC does not produce commercial products or serve external markets, its output—policy directives, strategic assessments and crisis directives—shapes the security environment for the entire Ukrainian state and its partners.
