Profile

Comisión Nacional del Agua (CONAGUA) is Mexico’s federal authority responsible for the management, regulation, and preservation of the nation’s water resources. It oversees the allocation of water rights, issues concessions for extraction and use, and monitors compliance with quality standards for both surface and groundwater. The agency coordinates the planning and operation of major hydraulic infrastructure, including dams, aqueducts, irrigation districts, and wastewater treatment facilities, to support agricultural, industrial, and domestic consumption across the country. CONAGUA also maintains the National Water Information System, which collects data on availability, usage, and environmental conditions to inform policy and emergency response.

Operating throughout Mexico’s thirty‑two states, CONAGUA maintains a network of regional offices that correspond to the country’s principal hydrological basins, enabling localized oversight while adhering to national directives. Its workforce comprises thousands of engineers, technicians, and administrative personnel who engage in field inspections, technical studies, and community outreach initiatives. The agency’s mandate extends to disaster preparedness, where it leads flood mitigation efforts and coordinates drought relief measures in collaboration with civil protection authorities and local governments.

As a decentralized agency of the Mexican federal government, CONAGUA functions under the Secretariat of Environment and Natural Resources (SEMARNAT) and derives its powers from the National Water Law. Its distinguishing attributes include a dual role as both a technical executor of water projects and a regulatory enforcer that sanctions violations and adjusts allocation schemes based on scarcity assessments. The institution’s competencies are highlighted by its capacity to integrate scientific research, engineering design, and policy formulation, as demonstrated during the April 2023 cyber incident when its IT systems were targeted and subsequently contained by the General Scientific Directorate of the National Guard and the Secretariat of Security and Citizen Protection. Structurally, CONAGUA is not a parent or subsidiary entity but a standalone federal body whose director general is appointed by the President of the Republic, ensuring alignment with national water strategy while retaining operational autonomy in basin‑specific management.
