SINET, also known as Signet, is an internet service provider. Its headquarters are located in Cambodia. As an ISP, it delivers internet connectivity services to users within the country. The organization operates under the aliases SINET and Signet in public references. It is recognized in regional cybersecurity incident reports as a Cambodian provider.
In November 2018, SINET was among several major Cambodian ISPs that suffered a large-scale distributed denial-of-service attack. The attack peaked at nearly 150 gigabits per second of traffic. The resulting disruption caused widespread connectivity loss, with some service outages lasting up to twelve hours. Network performance degraded for several days after the initial attack. Mitigation efforts required external assistance for some providers to restore full operations.
The 2018 incident was notable for its unprecedented scale within Cambodia's internet ecosystem. No specific threat actor, political motive, or financial demand was publicly attributed to the attack. Internet traffic monitoring confirmed substantial latency spikes and connectivity drops during the event. The attack underscored the vulnerability of national ISPs to high-volume DDoS campaigns. It also highlighted the importance of coordinated mitigation strategies among Cambodian providers.
A separate wave of DDoS attacks occurred in August 2020 targeting European ISPs in Belgium, France, and the Netherlands. Those attacks peaked at 300 gigabits per second and used DNS amplification and LDAP-type vectors. While the 2020 wave affected different geographic regions, it illustrates the broader trend of large-scale DDoS extortion attempts. Dutch authorities later confirmed extortion demands in Bitcoin related to the 2020 incidents. No direct connection has been established between the 2020 European attacks and the 2018 Cambodian event involving SINET.
