The Carabinieri constitute Italy’s national gendarmerie, fulfilling both military police functions and civilian public‑security duties across the country. They are responsible for maintaining public order, conducting criminal investigations, providing traffic control, and safeguarding key institutions and infrastructure. Historically, the Carabinieri trace their origins to 1814 when Victor Emmanuel I of Sardinia established the Royal Carabinieri Corps to provide a unified police force for the Kingdom of Sardinia. Following the unification of Italy, the corps was integrated into the newly formed Italian Army and later retained a dual reporting line to both the Ministry of Defence and the Ministry of Interior. Over two centuries, the force has adapted to changing security needs while preserving its distinctive military hierarchy and ethos.

Organisationally, the Carabinieri are deployed through a network of territorial commands that cover every Italian region, province, and municipality, ensuring a uniform presence throughout the national territory. Within this framework, specialised units handle areas such as organised crime, counter‑terrorism, cyber‑crime, forensic science, and environmental protection. The force also maintains elite tactical groups trained for high‑risk operations, hostage rescue, and rapid response to crises.

In terms of structure, the Carabinieri report operationally to the Chief of the Defence Staff for military matters and to the Department of Public Security within the Ministry of Interior for civilian policing responsibilities. This dual accountability reflects their hybrid status as a branch of the Italian Armed Forces and a national police service. Their legal foundation is codified in a series of statutes that define their jurisdiction, powers, and obligations, allowing them to act both as judicial police officers and as military personnel when required. The Carabinieri continue to evolve in response to emerging threats while maintaining the core mission of safeguarding public safety and upholding the rule of law.
