It acts as the central coordinator between national agencies, local governments, and non‑governmental partners to deliver cohesive social policies and to respond to emerging societal challenges. In December 2020 the ministry was one of three Estonian ministries that experienced a significant cybersecurity breach; attackers compromised personal data stored on the ministry’s web‑server infrastructure, prompting an immediate joint investigation with the Estonian Information System Authority to identify the attack vectors, contain the intrusion, and strengthen defensive measures. Structurally, the ministry is a state‑run body headed by a minister who is appointed by the Prime Minister and serves as a member of the Cabinet; the minister is accountable to the Riigikogu, Estonia’s parliament, and operates within the executive branch of government. The ministry does not have private owners or shareholders, nor does it maintain subsidiaries in the commercial sense, functioning instead as an integral part of the public administration that implements the social policy agenda of the Estonian state.
