Profile

The Slovak Parliament, also known as the National Council of the Slovak Republic, is the unicameral legislative body of Slovakia responsible for enacting laws, approving the state budget, and overseeing the work of the government. It represents the citizens of Slovakia through elected deputies who serve four‑year terms and convene in regular sessions to debate and vote on legislation. The parliament’s core functions include drafting, amending, and passing statutes that govern civil, criminal, economic, and administrative matters across the country. In addition to lawmaking, it ratifies international treaties, confirms appointments to key state positions, and can initiate constitutional amendments. Its proceedings are public, and its decisions are binding on all state institutions and residents. The institution operates from its headquarters in Bratislava, the capital of Slovakia.

As a sovereign state institution, the Slovak Parliament holds a distinct regulatory role within the national political system, positioning it at the apex of Slovakia’s legislative sector and distinguishing it from executive and judicial branches. Its notable competencies lie in its ability to shape national policy through legislation, exercise parliamentary scrutiny over government actions, and manage fiscal matters via budget approval. The parliament is wholly owned by the Slovak state and has no parent or subsidiary entities; it functions as an independent branch of government under the constitution. In October 2022 a suspected cyberattack disrupted its IT systems, forcing the suspension of a legislative session and halting voting activities, which highlighted vulnerabilities in its digital infrastructure. Despite such challenges, the institution continues to fulfill its mandate of representing Slovak citizens and contributing to the legislative framework of the European Union. Its structural independence and constitutional authority make it a central pillar of Slovakia’s democratic governance.
