The Canton of Bern is one of the 26 member states of the Swiss Confederation and functions as a cantonal government with its own constitution, parliament and executive council. It exercises legislative authority over matters delegated to the cantons by the Federal Constitution, including education, health, policing and cultural affairs. The canton provides public services to residents and businesses located within its territorial boundaries, operating schools, hospitals, courts and infrastructure networks. Its administration is headquartered in the city of Bern, which also serves as the de facto capital of Switzerland.

Earlier in May 2023 a ransomware attack on the Bern‑based IT service provider Unico Data AG affected numerous clients ranging from cinemas to healthcare providers, demonstrating how supply‑chain dependencies can amplify impact.

Structurally, the Canton of Bern is a public law corporation endowed with autonomy under the Swiss Federal Constitution; it is not owned by any private entity nor does it have a parent company.
