Northern Ireland Assembly

The Northern Ireland Assembly is the devolved legislature responsible for making laws on transferred policy areas such as health, education, agriculture and justice for the people of Northern Ireland. It scrutinises the work of the Executive Committee, holds ministers to account through questioning and debates, and considers legislation introduced by ministers or individual members. The Assembly operates through a system of standing committees that examine policy proposals, conduct inquiries and review departmental spending in detail. Its plenary sessions take place in the Parliament Buildings at Stormont, which serve as the organisation’s headquarters located within the United Kingdom. Members of the Assembly, known as MLAs, are elected by the public using the single transferable vote system in multi‑member constituencies across the region. In addition to its legislative functions, the Assembly provides a forum for representing constituent interests and facilitating public engagement with the democratic process.

The Assembly’s structure consists of 90 Members of the Legislative Assembly who are supported by a permanent civil service staff that provides research, administrative and technical assistance. Its work is guided by the Northern Ireland Act 1998 and subsequent devolution agreements, which define the scope of its legislative competence and its relationship with the UK Parliament and the Irish Government. The organisation has demonstrated a commitment to cybersecurity resilience, as evidenced by its response to a password‑spraying attack on its email service on 27 March 2018, during which compromised accounts were disabled and staff were instructed to reset passwords. In addressing that incident, the Assembly’s IT team collaborated with Microsoft and the National Cyber Security Centre to monitor activity and restore secure operations. This event highlighted the Assembly’s reliance on external expertise and its capacity to coordinate with national security bodies when faced with digital threats. Overall, the Northern Ireland Assembly functions as a key democratic institution within the UK’s devolved framework, balancing legislative authority with accountability and public service delivery.
