It also administers examinations and awards qualifications that are recognised by the Ministry of Higher and Tertiary Education.
Midlands State University is a state‑funded institution established under the higher education framework of Zimbabwe. Its role emphasises providing accessible degree programmes that align with the country’s development priorities. The university offers programmes in education, agriculture, and other disciplines, reflecting the needs of the Midlands region. Governance is carried out by a council appointed in terms of national legislation governing universities. The executive leadership comprises a vice‑chancellor, deputy vice‑chancellors, deans, and heads of academic departments. As a public entity, the university does not have private shareholders or a parent company. The cybersecurity breach on 4 November 2018 exposed weaknesses in its ICT systems, leading to the temporary shutdown of online services such as the Student Representative Council election portal. After the incident, the university implemented corrective actions to strengthen security before restoring normal operations.
