Všeobecná zdravotná poisťovňa (VšZP) is the statutory health insurance organisation operating in Slovakia. It provides compulsory health insurance coverage to all residents of the country under the national health insurance system. The organisation collects contributions from employers, employees and the state to finance the Health Insurance Fund. Through this fund it reimburses healthcare providers for medical services delivered to insured persons. In addition to the mandatory scheme, VšZP offers voluntary complementary insurance products that cover services not included in the basic package.
As the largest public health insurer in Slovakia, VšZP serves the entire population, which exceeds five million people. Its network of contracted healthcare facilities includes hospitals, outpatient clinics, pharmacies and dental practices spread across the country. The organisation processes millions of claims each year, ensuring timely payment for services rendered. Its administrative infrastructure supports electronic data exchange with providers and policyholders through online portals and mobile applications. The scale of its operations places VšZP at the centre of Slovakia’s healthcare financing system.
VšZP operates under the supervision of the Ministry of Health and is accountable to the Slovak government for the proper management of public health funds. Its distinguishing attribute is the legal mandate to provide universal coverage, which shapes its role in implementing national health policy and cost‑containment measures. The organisation has developed competencies in large‑scale claims adjudication, fraud detection and risk equalisation across insured groups. In January 2025 VšZP experienced a targeted denial‑of‑service attack aimed at disrupting its IT infrastructure. Despite the intensity of the attack, no policyholder data were compromised because information remained protected by multiple backups. As a precaution, electronic services such as the mobile application and eRecept functionality were temporarily suspended while the incident was mitigated. Healthcare provision continued uninterrupted throughout the event, demonstrating the resilience of the organisation’s core operations. The incident highlighted VšZP’s capacity to maintain service availability while safeguarding sensitive information under cyber‑threat conditions.
