Profile

The Consumer Association of Singapore (CASE) is a non‑governmental organisation dedicated to protecting the interests of consumers in Singapore. It provides advice and assistance to individuals who encounter problems with goods or services, offering mediation between consumers and traders. CASE also conducts public education campaigns to raise awareness of consumer rights and responsibilities. Through its advocacy work, the organisation engages with government agencies and industry groups to influence consumer‑friendly policies.

CASE operates a helpline and online portal where consumers can lodge complaints and seek guidance on issues ranging from faulty products to unfair contract terms. The association runs the CASE Trust accreditation programme, which certifies businesses that meet high standards of service quality and ethical conduct. Educational initiatives include workshops, seminars, and outreach activities targeting schools, community groups, and the general public. These activities are funded primarily through membership fees, donations, and revenue from services such as the accreditation scheme.

The 2022 cyber incident highlighted CASE’s reliance on digital communication channels for its outreach and member services. In October 2022, attackers compromised the organisation’s email system, using it to distribute more than five thousand phishing messages that purported to come from CASE officers. The phishing emails contained malicious links aimed at harvesting recipients’ login credentials, but no consumer data stored on CASE’s internal systems was found to have been exfiltrated. Following detection, CASE implemented containment measures such as system lockdowns, mandatory password resets, and public notices advising recipients to disregard the suspicious messages.

CASE is registered as a society under the Societies Act of Singapore and is governed by an elected executive committee. It does not have a parent company or subsidiary structure, operating as an independent voluntary welfare organisation. The association collaborates with other consumer bodies regionally and internationally, sharing best practices and participating in forums on consumer protection. Its headquarters is located in Singapore, from where it coordinates nationwide services and advocacy efforts.
