Profile
The Directorate-General for Taxation and Customs Union (DG TAXUD) is a department of the European Commission responsible for developing and implementing EU policy in the areas of taxation and customs. Its work aims to ensure the proper functioning of the EU customs union, which allows goods to move freely between member states while applying common rules on tariffs, trade defence and procedures. DG TAXUD also coordinates efforts to combat tax fraud, customs fraud and other illicit activities that affect the financial interests of the Union. In addition, it supports the harmonisation of national tax systems and the fight against harmful tax practices.
DG TAXUD is headquartered in Brussels, Belgium, where it operates as part of the broader institutional structure of the European Commission. As a Directorate-General, it works closely with the customs and tax administrations of all EU member states, as well as with international organisations involved in trade and fiscal matters. The service provides guidance, develops legislation and oversees the implementation of EU-wide IT systems that support customs procedures and risk management.
Its distinguishing attributes lie in its specialised focus on the intersection of taxation and customs, giving it a regulatory role that shapes how goods are declared, valued and monitored across the EU single market. DG TAXUD is recognised for its expertise in customs legislation, risk analysis and the management of large-scale IT platforms such as the Automated Export System and the Import Control System. The Directorate-General also plays a key role in coordinating the EU’s response to threats that target supply chains, as illustrated by the spear‑phishing incident in December 2020 that sought to compromise vaccine cold‑chain data. While the attack highlighted the organisation’s exposure to cyber threats, it also underscored the importance of securing the information systems that underpin its customs and tax operations. These characteristics position DG TAXUD as a central actor in ensuring both the fiscal integrity and the smooth flow of trade within the European Union.
