Glasgow City Council is the local authority responsible for governing the city of Glasgow in Scotland. It delivers a broad range of public services to residents, businesses and visitors within its jurisdiction. Core functions include waste management, evidenced by the provision of bin collection schedules through its online portal. The council also administers education-related services, such as the system for reporting school absences. Planning and development activities are supported via an online service for submitting and tracking planning applications. Additionally, the council issues vital records, offering an online facility for ordering birth, death and marriage certificates.

Beyond these front‑line services, Glasgow City Council hosts the Strathclyde Pension Fund portal, which allows members to manage their pension accounts online. The authority also processes penalty charge notices and provides payment facilities for those fines, a function that is shared with neighbouring North Lanarkshire Council. As a Scottish local government body, it operates under the statutory framework set by the Scottish Government and is accountable to the public through elected councillors. Structurally, the council is a standalone public sector entity; it is not a subsidiary of another organisation and does not report to a private parent company. In June 2025 the council experienced a cyber attack that isolated several servers and disrupted many of the online services described above. The incident prompted a joint investigation involving Police Scotland, the Scottish Cyber Coordination Centre and the National Cyber Security Centre, and the council notified the Information Commissioner's Office of a possible data breach.
