Profile

The National Planning Institute, also known as the Ministry of Planning, is the Egyptian government body tasked with formulating the country's economic and social development strategies. It prepares medium‑ and long‑term plans, including the five‑year development plans, that guide public investment and policy priorities. The institute coordinates planning activities across various ministries and governmental agencies to ensure alignment with national objectives. It monitors the implementation of approved plans, evaluates outcomes, and recommends adjustments based on performance data. In addition, the Ministry of Planning provides technical expertise and policy advice to support sustainable growth and infrastructure development.

As the central planning authority, the organisation holds a distinctive role in setting regulatory frameworks for development projects and allocating state resources. Its positioning within the Egyptian administrative structure gives it influence over sectoral policies, particularly in areas such as industry, agriculture, and urban planning. On 22 October 2015, the Ministry of Planning’s website was targeted by the hacker collective Anonymous Rabaa, which defaced the site with protest messages referencing human rights abuses and the Rabaa square killings. The attack caused temporary disruption of the online services but did not result in any major compromise of systems or data, according to the reported incident summary. The episode highlighted the vulnerability of government web presences to politically motivated cyber actions while underscoring the ministry’s continued focus on its core planning mandate.
