Western Cape Provincial Parliament

The Western Cape Provincial Parliament (WCPP) is the legislative authority for the Western Cape province of South Africa, responsible for drafting, debating and enacting provincial legislation that governs areas such as health, education, transport and local government within the province. It also oversees the provincial executive, scrutinising the implementation of policies and the use of public funds through committee work and question sessions, thereby ensuring accountability to the electorate. Members of the parliament are elected by residents of the Western Cape and represent a diverse range of constituencies, facilitating public participation in the lawmaking process through hearings, petitions and outreach initiatives. In May 2023, the WCPP experienced a cyber attack that rendered its information and communication technology services inaccessible, prompting the activation of its business continuity and disaster recovery plans to restore systems from backups in a phased manner. The institution confirmed that no core business functions were disrupted despite the ICT outage and reported the incident to both the South African Police Service and the State Security Agency for investigation. This event highlighted the importance of robust cyber resilience measures for public sector institutions and demonstrated the WCPP’s preparedness to manage disruptive incidents while maintaining its legislative responsibilities.
