The Ministero delle infrastrutture e della mobilità sostenibili (MIMS), also referred to as the Ministry of Sustainable Infrastructures and Mobility, is the Italian government department tasked with the planning, regulation, and development of the country’s transport and infrastructure networks. It formulates national policies for roads, highways, railways, ports, airports, and public transit systems, aiming to guarantee safe, efficient, and environmentally sustainable movement of people and goods throughout Italy. The ministry coordinates with regional and local administrations, state‑owned enterprises such as Ferrovie dello Stato, ANAS, and Enac, and private operators to implement infrastructure programmes and to allocate European Union funding for transport projects. It also promotes sustainable mobility initiatives, including the expansion of cycling infrastructure, the incentivisation of low‑emission vehicles, and the integration of multimodal transport solutions to reduce congestion and pollution. By issuing technical standards, overseeing concessions, and monitoring compliance with safety and environmental regulations, MIMS establishes the operational framework within which Italy’s transport sector functions. In addition to its regulatory duties, the ministry supports research and innovation in transport technologies, manages the licensing and oversight of maritime and aviation operators, and contributes to national civil protection planning for transport‑related emergencies.

As a central public administration body, MIMS reports directly to the Presidency of the Council of Ministers and is led by a minister appointed by the Prime Minister, reflecting its position within Italy’s executive branch. The ministry is organised into several directorates‑general that focus on specific domains such as roads, railways, ports, and aviation, enabling specialised policy development and implementation. Its regulatory role distinguishes it from purely operational agencies, as it establishes the legal and technical conditions that govern infrastructure concessions, safety requirements, and environmental assessments. MIMS’s sector positioning is further highlighted by its responsibility for coordinating Italy’s participation in trans‑European transport networks and for aligning national policies with EU directives on climate, sustainability, and transport safety. On 29 April 2023 the ministry’s website was targeted by a distributed denial‑of‑service attack carried out by the pro‑Russian hacktivist group NoName057(16), which temporarily disrupted online services and prompted the administration to implement geolocking as a mitigation measure. This incident illustrates the ministry’s increasing exposure to cyber threats amid its ongoing digitalisation of public services and infrastructure management.
