The Monte Melkonian Cyber Army, also known by the alias MMCA, operates as a hacker collective that conducts cyber offensives against targeted entities. The group's known activity includes the execution of distributed denial‑of‑service attacks to overwhelm online services. In addition to disruption, MMCA has demonstrated the ability to infiltrate servers and exfiltrate stored data. The collective’s primary observable output is the combination of service disruption and data leakage.

On 28 January 2016, MMCA launched a coordinated operation against several Azerbaijani government portals. The attack disrupted the E‑Government Portal, the Ministry of Taxes website, and other state bodies’ official internet resources. Simultaneously, the group breached servers under the President’s administration, gaining access to internal databases. From those systems they extracted and released personal information belonging to more than 76,000 Azerbaijani citizens, including names, emails, encrypted passwords, ID card numbers and passport details.

The incident occurred during a period of heightened tension related to the Nagorno‑Karabakh conflict, which frames the group’s motivation. By exposing a large volume of private data and government credentials, MMCA demonstrated a capability to cause significant privacy and infrastructural harm. The operation remains one of the documented examples of the collective’s use of DDoS tactics coupled with data exfiltration.
