EMERCOM of Russia, officially the Ministry of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters, is the federal executive body responsible for organizing and conducting civil defense and emergency response activities across the country. Its core functions include disaster preparedness, mitigation of natural and technological hazards, firefighting, search and rescue operations, and the provision of medical assistance during crises. The ministry coordinates the efforts of regional emergency management agencies, the State Fire Service, and various rescue units to ensure a unified response to incidents such as floods, earthquakes, industrial accidents, and pandemics. In addition to operational duties, EMERCOM develops national policies and standards for civil protection and oversees the training of personnel involved in emergency management.

The organization maintains a nationwide structure, with directorates and departments established in each of Russia's federal subjects to facilitate rapid deployment of resources and localized decision‑making. It oversees units responsible for emergency situation management, which coordinate day‑to‑day response efforts and maintain situational awareness through monitoring systems and communication networks. EMERCOM also administers the State Fire Service, responsible for fire prevention, suppression, and investigation across urban and rural areas. Through its network of training centers and educational institutions, the ministry ensures that rescuers, firefighters, and civil defense specialists receive standardized instruction and certification. These structural elements enable EMERCOM to act as the central authority for both peacetime preparedness and wartime civil defense measures.

In March 2022, EMERCOM’s public website was compromised by hacktivists who replaced its content with anti‑propaganda messages related to the Ukraine conflict and leaked data from affiliated state entities. The same campaign reportedly involved the exfiltration of information from a Russian nuclear energy corporation, the interception of unencrypted military communications, and the hijacking of numerous government printers. Additionally, the attackers used mass email, SMS, and messaging platforms to disseminate alternative narratives to Russian citizens and accessed surveillance camera feeds in Russia and Belarus. This incident highlighted the vulnerability of governmental online assets to politically motivated cyber operations.
