The Indian Revenue Service (IRS), also referred to as the Income Tax Department, is the governmental body responsible for the administration and collection of direct taxes in India. It operates under the Department of Revenue within the Ministry of Finance and carries out its functions through the Central Board of Direct Taxes (CBDT). The IRS processes income tax returns for individuals, corporations and other entities, issues Permanent Account Numbers (PAN) and oversees the deduction and collection of tax at source. It conducts assessments, determines tax liabilities and enforces compliance with the provisions of the Income Tax Act, 1961. In addition to routine tax work, the department manages refunds, issues tax clearance certificates and provides guidance on tax planning and dispute resolution. Services are delivered through a network of regional and field offices as well as an online e‑filing platform that enables taxpayers to file returns and make payments electronically.

The IRS is distinguished by its role as the principal regulator of direct taxation in the country, shaping tax policy and contributing to the nation’s fiscal framework. As a public sector entity, it has no private owners or shareholders and is funded through the national budget, reporting ultimately to the Minister of Finance. The organisation’s structure includes a Chairman of the CBDT supported by Principal Chief Commissioners and other senior officers stationed across various zones. Notable cyber security incidents have highlighted its digital exposure, including a 2020 breach in which a threat actor advertised access to its network and data, and a 2016 website defacement attributed to suspected Pakistan‑based hackers. These events illustrate the challenges faced by a large government department that increasingly relies on electronic systems for tax administration. Overall, the IRS remains a key institution in India’s economic governance, tasked with ensuring revenue collection while adapting to evolving technological and security landscapes.
