The Finnish Ministry of Defense is responsible for the planning and execution of the nation's defence policy, overseeing the Finnish Defence Forces and coordinating military preparedness. It manages defence procurement, research and development, and ensures the readiness of the armed forces for territorial defence and international missions. The ministry also participates in NATO‑related cooperation and contributes to crisis management operations under international mandates. The Finnish Ministry of Foreign Affairs conducts Finland's foreign policy, representing the state in diplomatic relations with other countries and international organisations. It handles consular services for Finnish citizens abroad, promotes trade and investment, and administers development cooperation programmes.

Both ministries operate across the entire territory of Finland, providing services to residents, businesses, and visitors. They also maintain a network of embassies, consulates, and permanent missions abroad to advance Finland's interests globally. The ministries receive funding through the state budget and are accountable to the Finnish Parliament for their expenditures and performance. During the DDoS incident on 8 April 2022, the public‑facing websites of both ministries were temporarily disrupted, affecting access to information and services. The attack lasted approximately one hour before being mitigated through cooperation with service providers and the national Cyber Security Center.

The ministries are integral parts of the Finnish Government, each headed by a minister who is appointed by the President of Finland on the proposal of the Prime Minister. They are subordinate to the Prime Minister's Office and ultimately answer to the Eduskunta (Parliament) through regular reporting and oversight. Their organisational structure includes various departments and agencies that specialise in areas such as defence policy, military affairs, diplomatic protocol, and international law. As public sector entities, they are bound by Finnish administrative law and must adhere to principles of transparency, accountability, and non‑discrimination.
